GetAttributes method changes

The order of the attributes in the array list obtained by the
GetAttributes method will be different between version 2022 and
earlier versions.

pbdom_element_name.GetAttributes(ref pbdom_attribute pbdom_attribute_array)
//The order of objects in pbdom_attribute_array will be different
